Cowichan Valley report urges five new supportive housing villages
A report from the Cowichan Coalition to End Homelessness, presented by Director Alison Nicholson to the Cowichan Valley Regional District Board, calls for five new village‑style supportive housing developments and expanded shelter and homelessness‑prevention programs. The three‑phase strategy includes:
• Prevention – increasing shelter capacity, adding a year‑round weather shelter, expanding eviction‑prevention subsidies, strengthening landlord support, rapid rehousing, complex‑care access and staffing.
• Intervention – creating two managed RV parking sites, five village‑style supportive housing projects (including dedicated youth, sober‑living and Indigenous‑led units) and four communal homes for seniors.
• Stabilization – adding two supportive housing projects of 50‑70 units each, expanding transitional housing for complex needs and boosting affordable housing throughout the region.
The report notes more than 400 people are experiencing homelessness in the Cowichan Valley, including 79 youths and 89 seniors, and highlights the coalition’s 25‑member partnership of local governments, Cowichan Tribes, Island Health and community non‑profits.
