CPLP social security convention approved by Brazilian Senate commission
The Brazilian Senate's Foreign Relations and National Defense Commission has approved the text of the Multilateral Convention on Social Security of the Community of Portuguese Language Countries (CPLP). The agreement, originally signed in 2015, allows Brazilian workers in Cabo Verde, São Tomé and Príncipe, Mozambique, and Portugal to combine their contribution periods to qualify for social security benefits.
The convention covers age retirement, disability retirement, and survivor pensions. It does not extend to health care, social assistance, or benefits for individuals who have never contributed to a social security system. Under the agreement, each participating country will pay only the portion of the benefit that corresponds to the time the worker contributed within its territory.
Senator Carlos Viana, the rapporteur, noted that the convention protects Brazilian workers operating in other CPLP nations and reduces costs for Brazil. The project, identified as PDL 461/2022, now moves to the Senate Plenary for a vote. Other nations, including Angola, Guinea-Bissau, Equatorial Guinea, and Timor-Leste, have indicated they may join the convention in the future.
