Evidence suggests Guildford may have had oversight of this document. Additionally, a police staff member is accused of using AI to source inaccurate information, and a senior officer is being investigated for failing to verify the briefing's accuracy.

Two other senior officers are also under investigation for their roles in match planning, including whether they properly balanced operational concerns with engagement with local Jewish communities. The IOPC has reviewed over 600 pieces of evidence, including operational documents, meeting minutes, and witness statements.
