CRD proposes national pact for citizen security in Dominican Republic
The Regional Development Council (CRD) has proposed a national pact to guarantee citizen security in the Dominican Republic. The proposal seeks to establish an Integral Citizen Security Plan as a permanent state policy rather than a temporary government initiative.
The CRD argues that social peace is a prerequisite for economic growth. The proposal focuses on several key determinants of peace, including functional families, value-based education, control of illicit economies, strong institutions, and productive opportunities. The organization emphasizes that prevention is significantly more cost-effective than repression.
A central pillar of the proposal is family intervention. According to CRD Director General Dr. Ysócrates Andrés Peña Reyes, a high percentage of criminal cases are rooted in family fragmentation caused by economic precariousness and loss of parental authority. The council aims to prioritize family support to combat issues such as domestic violence, school dropout rates, and the recruitment of minors by criminal organizations.
