Córdoba families receive property deeds after decades of legal disputes

Families in the Villa El Libertador and Comercial neighborhoods of Córdoba have begun receiving the deeds to their homes after decades of legal uncertainty. The issue dates back to the 1980s, when numerous families purchased lots and built homes but were unable to obtain definitive titles despite having paid for the land.

The situation escalated between 2013 and 2014 when the Office of Human Rights and Justice reported to the Superior Court of Justice and the General Prosecutor's Office that the issue was a collective violation of housing rights rather than isolated contractual breaches. This led to a criminal investigation by the Complex Crimes Investigation Unit, which reviewed approximately 4,000 civil files and resulted in fraud charges against the head of the commercial firm involved.

A legal resolution was reached through an alternative proposal where the accused agreed to issue deeds or, where impossible, provide financial compensation. The initial phase, facilitated by the municipal program ‘Tu casa, tu escritura’, has resulted in the first 17 deeds being issued and 12 conciliation agreements to resolve outstanding civil claims.
