CREBA urges updated land use plans for Philippine property valuation reform

The Chamber of Real Estate and Builders’ Associations (CREBA) has expressed support for the Real Property Valuation and Assessment Reform Act (RPVARA) in the Philippines, while calling for a delay in its implementation. CREBA President Noel “Toti” M. Cariño emphasized the need for local government units (LGUs) to update their Comprehensive Land Use Plans (CLUPs) before the new valuation framework is applied.

Currently, only 72 percent of LGUs have active CLUPs. CREBA argues that because zoning classifications directly influence property market values and tax assessments, updated land use blueprints are essential for accurate valuation. The group has submitted a position paper to Finance Secretary Frederick D. Go, advocating for a comprehensive review of the law’s operational timeline to ensure the system is technically sound and economically manageable.
