Youssef Siher arrested in Milan on terrorism and incitement charges

Youssef Siher, a 30-year-old researcher and freelance journalist, has been arrested in Milan on charges including terrorism, incitement to commit crimes with terrorist intent, and organized violence during public demonstrations. Prosecutors allege Siher is the primary figure behind the ‘Movimento 17 ottobre’ (October 17 Movement), a social media presence and Telegram group that emerged following violent protests and looting in Milan on October 17 and 18.

Investigators claim Siher used these digital platforms to coordinate mass mobilizations and promote an eversive project intended to generate terror and social instability. His wife, Sagia Hammoud, a 32-year-old intercultural mediator, is also under investigation for allegedly co-administering the movement's social media channels and Telegram chats.

Siher, a second-generation Italian of Moroccan origin with a master's degree in political science, previously held roles such as a research trainee at the Institute for International Political Studies (ISPI) and has contributed to national news outlets. Authorities believe he poses a flight risk and are analyzing his digital devices to uncover the full extent of the network's organizational methods.
