Cármen Lúcia warns of AI deepfake risks to Brazilian democracy
Brazilian Supreme Federal Court (STF) Justice Cármen Lúcia addressed the state of democracy and the risks posed by artificial intelligence during an event at the University of São Paulo. Lúcia emphasized that democracy requires constant vigilance and social engagement, noting that even during the military dictatorship in the 1970s, informal social spaces like bars were essential for political discussion.
Addressing technological threats, Lúcia rejected the concept of a ‘good deepfake,’ arguing that AI-generated content is inherently false and can manipulate voter behavior even when the subject has provided authorization. She noted that such simulations do not constitute true events.
Justice Alexandre de Moraes also spoke, warning candidates that the use of AI to spread disinformation during elections could lead to disqualification. He highlighted that existing regulations and the Penal Code will hold those responsible for such practices accountable. Additionally, electoral rules prohibit AI chatbots from ranking candidates or recommending specific votes to influence the electorate.
