Croatia adopts hospitality law to regulate short‑term rentals from 2027

The Croatian government approved a new Hospitality Act aimed at modernising the tourism sector. The law introduces a compulsory registration system for private accommodation providers, assigning a unique registration number to rooms, apartments and holiday homes listed on digital platforms. It implements EU Regulation 2024/1028 to improve data sharing with online booking services.

All administrative procedures will be digitalised through the eTurizam system, and the act mandates periodic re‑categorisation of accommodation facilities. Penalties for non‑compliance are increased, with fines ranging from €13,000 to €130,000 or a percentage of platform revenue. Enforcement will involve the Customs Administration, municipal wardens and other authorities.

Tourism and Sports Minister Tonči Glavina said the legislation seeks to protect legally operating landlords, enhance tourism quality, and balance development with local community interests. After parliamentary approval, the law is set to take effect on 1 January 2027.
