Croatia and Montenegro begin talks on Jadran ship and military property

Croatia and Montenegro have launched formal negotiations in Zagreb to resolve long-standing bilateral disputes, including the ownership of the school ship Jadran and the succession of military property from the former Yugoslavia. The first meeting of joint commissions was led by Croatian Foreign Minister Gordan Grlić Radman and Montenegrin Defense Minister Dragan Krapović.

A central point of contention is the military property estimated to be worth over $2.7 billion. Croatian officials state they possess documentation regarding this property, which includes vessels and other assets, though they clarify this figure is an expert estimate rather than a new formal demand. Montenegro maintains that its possession of the Jadran is legal and legitimate.

Other unresolved issues include maritime border delimitation, compensation for Croatian prisoners from the Morinj camp, the return of property to Croatian citizens, and the location of persons missing from the wars in the 1990s. While Croatia continues to support Montenegro’s path toward European Union membership, it emphasizes that resolving these bilateral issues is essential for the accession process.
