Croatia approves nearly 39 million euros in first-home tax refunds
The Agency for Legal Transactions and Real Estate Brokerage (APN) has approved nearly 39 million euros in tax refunds to assist young citizens and families with the purchase or construction of their first residential property. According to the Ministry of Physical Planning, Construction and State Assets, a total of 7,925 requests were received by October 2, 2026.
Out of the applications processed, 5,122 were approved, resulting in an average support amount of 7,581 euros per family. The total approved amount includes approximately 27.5 million euros for VAT refunds and 11.3 million euros for real estate transfer tax refunds.
Of the 1,165 rejected applications, 325 were denied because the property price exceeded the legal threshold of 50 percent above the average price. Other reasons for rejection included contracts signed before January 1, 2025, exceeding age limits, existing property ownership, or multiple applications within the same household.
Geographically, the highest number of approved requests came from the City of Zagreb with 2,068, followed by Zagreb County (490), Split-Dalmatia County (487), Primorje-Gorski Kotar County (365), and Osijek-Baranja County (230).
