Croatia child abuse sentencing practices under scrutiny
The Office of the Ombudsman for Children has raised alarms regarding judicial practices in Croatia, noting that many perpetrators of sexual violence against children are receiving lenient sentences, such as community service.
According to Ministry data, 35 perpetrators of sexual violence against children performed community service last year. This number was 57 in 2023 and has reached 45 in 2024. The Ombudsman expressed particular concern that community service is being assigned even in cases of severe sexual abuse and exploitation, which typically require stricter sanctions.
The Office highlighted that courts rarely implement protective supervision measures even when the Criminal Code allows for them after a prison sentence is served. Consequently, many offenders are released without systematic or mandatory oversight, professional treatment, or security measures, often allowing them to return to roles involving children.
