Croatia implements new driving and consumer regulations
Croatia is introducing several regulatory changes in November 2026 affecting motorists and consumers. Starting November 1, drivers are required to use daytime running lights or dipped-beam headlights during daylight hours until March 31. Failure to comply may result in a €30 fine. Additionally, from November 15, compulsory winter equipment requirements will apply to designated road sections through April 15, 2027, regardless of current weather conditions.
On the economic front, the new Consumer Credit Act is scheduled to take effect on November 20, 2026, aimed at strengthening consumer protections. This follows recent data from the Croatian National Bank showing that while household financial wealth increased by over 11% to €141 billion by the end of June 2026, financial liabilities also rose by 10.6% to €33 billion.
