Croatia implements new electricity consumption threshold for households

A new electricity consumption threshold has been implemented for Croatian households, effective from 1 October 2026 through 31 March 2027. Under this measure, any electricity consumed above a cumulative 3,000 kilowatt-hours (kWh) during this six-month period will be subject to a 35% higher charge.

The 3,000 kWh limit is based on total consumption over the entire six-month period rather than a monthly cap. Consequently, exceeding 500 kWh in a single month does not automatically trigger the higher rate. The 35% increase applies exclusively to the amount of electricity used beyond the 3,000 kWh threshold.

This regulation is particularly impactful for households utilizing high-consumption appliances for heating, such as heat pumps, electric boilers, air-conditioning systems, and electric heaters. The Croatian Government introduced this rule as part of a €170.14 million package designed to protect households and businesses from energy-price shocks. The government estimates that the average monthly household electricity bill will be approximately €43.33 under these measures, compared to an estimated €58.25 without them.
