Croatia launches elevator installation bids and heating substation replacement plan

The Ministry of Spatial Planning, Construction and State Property reported that 36 complete applications have been received for the installation of elevators under its public tender, with expectations that hundreds more will arrive by the 31 August 2026 deadline. The program, aimed at improving access for people with limited mobility, will have the state cover one‑third of installation costs, while local governments co‑finance the remainder, with contributions ranging from 30% to 50% depending on the municipality.

Separately, a new law obliges building owners to replace direct heating sub‑stations with indirect ones before heat meters can be installed. The Ministry of Economy is drafting guidelines on responsibilities, timelines and cost‑sharing models. Authorities estimate that over 600 sub‑stations across Zagreb, Osijek, Varaždin, Rijeka and other cities will need replacement, and the expense will fall primarily on the owners, with costs per unit far exceeding the ~30 € price of installing a heat meter.
