Croatia overhauls road tolls and traffic‑fine appeal rules

The Croatian government will keep the electronic toll collection device (ENC) after removing all physical toll booths. The new system will use Multi‑Lane Free Flow technology, automatically reading license plates and requiring ENC only for heavy vehicles. Existing ENC users can retain their devices, while the SMART cards will be discontinued on 1 October 2026. The changes aim to reduce congestion, travel time, fuel consumption and emissions across the national motorway network.

A separate legislative proposal modifies traffic‑fine payment rules. Under the draft, drivers who accept a fine and pay it within the court‑set deadline will retain the ability to pay a reduced amount (two‑thirds of the fine). If a driver files an appeal and loses, the discount disappears and the full fine plus possible court costs must be paid. The proposal also raises the threshold for issuing mandatory fine orders from €663.61 to €1,000 and seeks to lower the number of cases reaching the courts.
