Croatia passes major reforms to taxi industry law

The Croatian Parliament approved extensive amendments to the Law on Road Transport, a change long advocated by the Croatian Chamber of Trades (HOK). The new rules introduce vehicle‑specific licences, a special “TX” registration plate for taxi vehicles, and allow the Ministry to set maximum fares for initial ride, per kilometre, per minute and waiting time. Drivers will face stricter checks of their licences, criminal records and “good reputation” status, and may be barred from driving if a protective measure is imposed during a penalty proceeding.

Digital ride‑hailing platforms such as Uber and Bolt must now register a legal business activity, keep records of drivers and vehicles, and only dispatch licensed operators. HOK president Dalibor Kratohvil welcomed the reforms, saying they represent “an important step toward a more regulated market, safer passenger transport and fairer business conditions.” The chamber noted that the legislation also incorporates proposals it submitted years ago, including price‑transparency measures and tighter oversight of platform activities.
