Croatia plans electronic tolling transition via Crolibertas system

Croatia is planning to implement a new electronic tolling system called Crolibertas, intended to replace traditional toll booths with a Multi-Lane Free Flow (MLFF) technology by March 1, 2027. The system aims to eliminate traffic congestion by using portals equipped with cameras and sensors for Automatic License Plate Recognition (ALPR) and DSRC technology for existing ENC devices. Unlike vignette systems used in neighboring countries, tolls will still be calculated based on the distance traveled and vehicle category.

However, the project faces potential delays. The State Commission for Supervision of Public Procurement recently annulled a decision by Hrvatske autoceste (HAC) regarding the selection of a provider for the system's web portal and mobile application. This followed an appeal by the company Abysalto, which argued that the selected experts did not meet the specific technical science requirements stipulated in the tender documentation.

While HAC continues field work on the planned 213 toll portals, the legal complication regarding the digital infrastructure may jeopardize the March 2027 deadline. The goal remains to have the system fully operational before the next major tourist season.
