Croatia proposes energy market reforms and renewable energy acceleration

The Croatian government has adopted a draft proposal to amend the Electricity Market Act, aiming to align national legislation with European Union standards. The reforms introduce more flexible contract models, allowing consumers to combine fixed-price contracts with dynamic pricing to better manage market volatility. Additionally, the new law explicitly prohibits the disconnection of electricity for the most vulnerable populations to combat energy poverty.

Parallel to these market changes, Croatia is preparing a new Renewable Energy Sources Act to accelerate the construction of solar, wind, and battery storage infrastructure. The goal is to increase the share of renewable energy to at least 42.5 percent by 2030. Under the proposed law, renewable energy projects, including power lines and related infrastructure, will be granted the status of 'predominant public interest.' This designation allows for legal expropriation procedures, enabling the state to acquire land for energy projects through regulated processes and compensation, similar to existing protocols for highways and telecommunications.
