Croatia proposes new rules for mobile homes and construction permits

The Croatian Ministry of Physical Planning, Construction and State Assets has released a draft ordinance regarding buildings and works that do not require a construction permit. A central focus of the proposal is the regulation of mobile homes within camping sites.

Under the new rules, mobile homes—defined as single-story, modular-assembly, or movable units—may be placed in campsites without a construction permit or a main project, provided they comply with the conditions of the camp’s location permit. These units are restricted to a maximum area of 40 square meters and a height of 3.5 meters.

The proposal also addresses spatial constraints. For existing campsites, mobile homes may be placed in areas between 25 and 100 meters from the sea, subject to specific location permits and a total built-up area limit of 40 percent. The ordinance also aims to clarify which types of work on family and multi-residential buildings can be performed without formal permits.
