Croatia real estate construction costs rising faster than EU average

Construction costs in Croatia are increasing at a significantly higher rate than in the rest of Europe. While Eurostat data for 2025 indicates that residential construction prices in Croatia remain 54 percent below the European Union average, the pace of growth is a major concern. Since 2020, apartment construction costs in Croatia have risen by 64 percent, compared to 44 percent in Germany and 31 percent across the EU.

In terms of absolute costs, building a medium-standard structure in Croatia costs approximately 2,400 euros per square meter of net area, including VAT. This remains lower than the roughly 3,600 euros per square meter seen in German cities, though the gap is narrowing due to rapid inflation.

Local contractors are also facing rising expenses. A survey by the Emajstor platform reveals that 46 percent of craftsmen increased their prices compared to last year, with 45 percent expecting further hikes in the next 12 months. The primary drivers for these increases are rising material costs, cited by 68 percent of respondents, followed by general inflation and higher energy costs.
