Croatia streamlines VAT refunds for non‑EU shoppers starting July 2026

From 17 July 2026 Croatia’s Tax Administration will allow electronic completion of the PDV‑P form for VAT refunds on purchases over €100 made by non‑EU citizens, including Bosnian nationals. The form contains a barcode that customs officers can scan at border exits, significantly cutting processing time. Sellers fill the form by entering the unique invoice identifier and the buyer’s personal details; the system then auto‑retrieves the invoice data. Refunds still require the goods, the original receipt and the approved form (or another valid tax‑free document) to be shown at the EU exit, and the goods must leave the EU within three months of purchase. The change aims to simplify the tax‑free shopping experience and speed up customs procedures.
