Croatia to implement Crolibertas electronic toll system in 2027

Starting March 1, 2027, Croatian motorways will transition to Crolibertas, a new electronic toll collection system that eliminates traditional toll booths and manual stops. The system will utilize a combination of existing ENC microwave technology and automated license plate recognition (ALPR) via cameras to facilitate seamless passage through electronic portals.

Under the new Law on Toll Collection, users must ensure their registered payment methods, such as bank cards or subscriptions, remain valid. Failure to update payment information following the issuance of a new card could lead to significant issues, as the system automatically verifies data during passage. Additionally, the new system will link specific vehicle registration numbers to ENC devices, meaning users can no longer freely move a single ENC device between different cars without proper registration.

To ensure compliance, toll inspectors will have the authority to verify ENC status and registration details. If a driver refuses to rectify a violation—such as failing to properly register a vehicle or maintain a working ENC device—inspectors may temporarily remove the vehicle from traffic by seizing the license plates and registration documents for up to three days. If an ENC device fails to be read during a passage, the system is designed to attempt charging via the payment method linked to the vehicle's license plate.
