Croatia to implement digital free-flow toll system by 2027

Croatia is transitioning to a new digital toll collection system called ‘Crolibertas’, aimed at eliminating physical toll booths and ramps across its 1,400-kilometer highway network. The project, valued at approximately 80 million euros, utilizes ‘free-flow’ technology to allow vehicles to pass through electronic portals at normal speeds.

The system will identify vehicles using two primary methods: Automatic License Plate Recognition (ALPR) for passenger vehicles up to 3.5 tons, and advanced Electronic Toll Collection (ENC) devices. While ENC devices will remain in use and become more efficient through microwave technology, they will no longer require drivers to stop at ramps. For heavy vehicles, the use of ENC devices will be mandatory.

The full implementation of the Crolibertas system is scheduled for March 1, 2027. In preparation, the phasing out of ARZ smart cards has already begun; as of October 1, 2026, these cards will no longer be accepted for toll payments, and users are encouraged to transfer remaining balances to ENC accounts. Toll rates will continue to be calculated based on vehicle category and distance traveled.
