Croatia to implement new highway tolling and vehicle marking rules
Croatia is implementing significant changes to vehicle regulations and highway tolling systems. Starting March 1, 2027, a new non-stop toll collection system will be introduced across the entire highway network, including routes managed by Hrvatske autoceste, Bina-Istra, and Autocesta Zagreb – Macelj.
Under this new system, drivers of passenger cars will no longer be required to stop at toll booths. While ENC remains an option, drivers can also use an automatic license plate recognition system. To use this method, vehicle owners must register their license plate and a valid payment method via the internet, a mobile app, or authorized sales points before their journey. Heavy vehicles will still be required to use ENC.
Additionally, Croatian drivers traveling abroad must adhere to specific vehicle marking regulations. While vehicles with EU-style plates containing the HR identifier do not need a separate sticker when traveling within the European Union, a physical HR sticker is required when traveling to non-EU countries such as Serbia or Bosnia and Herzegovina. Drivers with older registration plates lacking the EU symbol must display the sticker even when traveling within the EU. The sticker must meet specific dimensions and design standards set by the Regulation on Vehicle Registration and Marking.
