Croatia to overhaul cadastral register for 132,000 parcels by 2027

The State Geodetic Administration (DGU) of Croatia presented a proposal for the 2024 annual program of cadastral surveys, targeting the renewal of the cadastral and land register for more than 132,599 parcels on roughly 14,441 hectares of building land by the end of 2027. The initiative is part of a 2021‑2030 multi‑year programme worth €401 million, which aims to update registers for 600 thousand hectares by 2030.

Director Antonio Šustić said the goal is to create "reliable foundations for the development of cities and municipalities, speed up investment processes, increase legal certainty for citizens and enable more efficient space and property management." The current plan covers 57 local government units in all Croatian counties except Vukovar‑Srijem, with activities in 69 cadastral municipalities. Funding of €32.1 million for 2026‑2028 has been secured in the state budget. The proposal will enter public consultation and is expected to be adopted by the government by the end of July.

Since the start of the broader programme, activities have involved 106 local units, 188 cadastral municipalities and over 500 thousand cadastral units on about 90 thousand hectares, with total investment to date of €81.3 million. Public participation is emphasized, with more than 80 % of invited owners responding to boundary marking requests.
