Croatia to require language proficiency for foreign workers

Starting in 2027, foreign workers in Croatia will be required to demonstrate Croatian language proficiency at the A1.1 level to extend their residence and work permits. This new legal requirement has drawn criticism from migration experts who argue that such a basic level of language knowledge does not constitute true societal integration.

Ivan Balabanić, a senior research associate at the Institute for Migration Research, noted that while language is a precondition for feeling part of a society, a low level of proficiency does not address the legal security of workers or their ability to navigate the Croatian administration. He emphasized that true integration occurs when workers understand and can exercise their rights. Experts suggest that the state should ensure essential information regarding healthcare, work, and legal protections remains accessible in languages workers understand during their transition.
