Croatian Highway Officials Indicted for Bribery

Croatian anti‑corruption office USKOK has filed an indictment at the County Court in Zagreb against former head of Hrvatske ceste Josip Škorić, former director of the traffic sector in Hrvatske autoceste Silvijo Čamber, retired professor Anđelko Ščukanec and head of a traffic‑signal institute Darko Babić, as well as Ščukanec’s company Chemosignal. The prosecution alleges the quartet received and gave bribes, traded influence and abused their positions.

According to the indictment, Ščukanec demanded that Čamber use his authority to favor Chemosignal in public tender processes from 2023 to June 2025, offering to finance renovations of Čamber’s house; Čamber allegedly paid at least €21,900 for those works. Ščukanec is also accused of arranging for Chemosignal to be engaged as a subcontractor on a project it had not won, and of offering to cover private expenses of Škorić, including hospitality costing €3,911.90 paid by the Faculty of Traffic Sciences, a hotel stay of €997.90 in Rovinj, airline tickets worth €2,424.26, and a €40,899.79 car purchase for Škorić’s relative. The indictment follows arrests made in June of the previous year.
