Croatian transport firm Leatrans loses UK-seized truck over illegal cabotage

Leatrans DOO, a Croatian transport company, had its Volvo FH truck (registration RI5023AC) seized by the UK Driver and Vehicle Standards Agency (DVSA) on 1 April 2026. The vehicle was used for three additional domestic trips in England and Wales after completing an international journey, breaching UK cabotage rules that allow only two such trips without a British operator licence.

Leatrans appealed the seizure, arguing that a planning error by a transport planner caused the violation and that corrective measures had been introduced. The Welsh Deputy Traffic Commissioner rejected the request, noting the company had failed to demonstrate sufficient safeguards and had previously been warned in September 2025 for a similar breach. The appeal deadline is 20 August 2026, after which the DVSA may dispose of the truck under UK regulations.
