Croatia's Adriatic coast grapples with falling fish catches and seasonal worker shortages

Marine fishing in Croatia's Adriatic has continued to decline. Official statistics show the 2025 total catch fell to 38,890 tonnes, down from 41,905 tonnes in 2024 and 55,202 tonnes in 2023. Small pelagic fish still account for about 86% of the marine harvest. Aquaculture, however, posted a record production of 31,564 tonnes and generated sales worth €235.4 million, representing 45% of the sector’s total output and helping keep the overall fisheries industry afloat.

At the same time, Croatia’s tourism sector faces a sharp shortage of seasonal labour. Estimates suggest a deficit of 50,000‑70,000 workers for the summer season, with the highest demand for cooks, waiters, baristas, receptionists and housekeeping staff. Most seasonal employees come from Serbia, Bosnia‑Herzegovina and North Macedonia, and over 25,000 work permits were issued to Serbian nationals last year. Agencies mediate between employers and job‑seekers, requiring passports, clean criminal records, work contracts and employer‑arranged accommodation.
