Croatia’s beach fee policy sparks debate as Neum offers cheap Adriatic stays

A list of 15 Croatian beaches, including Crvena Luka (Biograd na Moru), Šimuni (Pag), Punta Skala (Zadar) and Kostela (Rijeka), is allowed to charge entry under existing concessions. A 2023 law bans new fencing and fees on public beaches, but earlier contracts remain valid until they expire, with the longest concession at Kostela running to 2045. The arrangement has drawn criticism from MPs and the public, while the concessionaire JTH Costabella argues the fees comply with their agreement.

Meanwhile, the town of Neum in Bosnia and Herzegovina offers markedly cheaper accommodation, food and drinks for tourists on the Adriatic coast. Apartments for two cost about €35 per night, coffee averages €1‑2, and a serving of ćevapi costs €5‑8, making a week‑long stay for a couple roughly €580‑1000, far below prices in most Croatian seaside resorts.
