Mexico charges former Chihuahua prosecutor with treason

César Jáuregui Moreno, the former Attorney General of Chihuahua, has been charged with treason by Mexico’s Federal Attorney General’s Office (FGR). The charges stem from an April 2026 anti-drug operation in the Sierra del Pinal, Morelos, where United States CIA agents allegedly participated in the destruction of a synthetic drug lab without federal authorization.

The investigation follows a vehicle accident during the operation that resulted in the deaths of two CIA agents, Richard Leiter Johnston III and John Dudley Black, as well as two Mexican officials. While the federal government maintains that foreign forces require explicit authorization to operate on Mexican soil, Jáuregui denies authorizing the clandestine involvement of foreign agents.

A federal judge has ordered pretrial detention for Jáuregui at the El Altiplano maximum-security prison. A hearing to determine if he will be formally bound to the process is scheduled for October 24. The case has sparked significant political tension, with the PAN party defending Jáuregui and accusing the Morena party of using the judicial process for political confrontation. Additionally, the family of a US military member killed in a separate 2025 incident has called for investigations into whether state authorities had prior knowledge of foreign intelligence activities in the region.
