Cuba implements major economic reforms amid systemic crisis

Cuba is implementing its most significant economic opening in decades through a package of 176 measures. The reforms aim to address six years of economic contraction and a rapidly devaluing peso, which recently saw the dollar exceed 700 pesos on the informal market. Key components of the plan include allowing foreign capital to invest in private firms and cooperatives, permitting private exchange houses, and enabling small private companies to import and export without state intermediaries. The Central Bank is also moving to admit private and foreign capital into the banking sector.

Despite these measures, there is significant uncertainty and public skepticism. Deputy Foreign Minister Carlos Fernández de Cossío admitted that authorities are unsure of the eventual outcome of these changes, stating, “We don't know what the outcome will be, but we must do something to change the current reality.”

On the ground, the economic crisis has manifested in severe humanitarian challenges. In areas like La Habana, water shortages and energy blackouts have forced residents into precarious living conditions, often relying on expensive private water tankers or collecting rainwater. Academic studies from institutions like Harvard and the Cuba Study Group suggest that a fundamental shift toward a social market economy and a democratic state may be necessary to resolve the systemic crisis.
