Cuba faces allegations of using legal charges to repress political prisoners

Authorities in Cuba are reportedly issuing new criminal charges against political prisoners following a protest at the Canaleta prison in Ciego de Ávila six months ago. Among those facing new allegations are Danisbel Labrada Morales and Ronny Quintero, who are currently held in Kilo 8, Camagüey. The new charges include prison disorder, contempt, and an unspecified third offense not found in current legislation.

The original protest was described as a peaceful demonstration against poor living conditions, including extreme overcrowding, lack of nutritious food, insufficient potable water, and inadequate medical care. Reports indicate the state responded with violence, collective punishment, forced disappearances, and transfers to various provinces.

Legal professionals have also raised concerns regarding the systemic misuse of preventive detention in Cuba. They allege that the government uses provisional imprisonment as a political tool to neutralize individuals deemed “sensitive” due to their critical profiles or participation in protests. This practice is reportedly used to bypass legal requirements for detention, such as flight risk, in order to preemptively punish dissent and prevent the organization of further public demonstrations.
