Cuba initiates public consultation on new Education Law draft

Cuba has launched a nationwide public consultation process regarding the preliminary draft of a new Education Law. The initiative aims to strengthen the collective construction of regulations by integrating recent advancements in the Cuban educational system.

The proposed legislation is organized into 10 titles and 243 articles. Key features include the consolidation of a more integrated educational system, formal recognition of learning acquired through various methods, the implementation of complementary financing schemes, and enhanced rights protection within institutions. Additionally, the draft includes a process for the official certification of General Education institutions, which will be supervised by the National Accreditation Board to ensure quality standards.

Consultations are being conducted both in person—involving teachers, students, directors, and political and student organizations—and digitally. In Las Tunas, a meeting at the Pepito Tey University campus included representatives from higher education, medical universities, and arts and sports sectors. Participants discussed conceptual definitions of education, the balance between national and universal history, and the integration of legal rights and personal data protection. The draft will be debated in the National Assembly following the conclusion of these consultations.
