Cuba permits private pharmacies for small businesses

Following the implementation of Decree 160/2026, small businesses and MSMEs in Cuba are now permitted to operate private pharmacies, lifting a previous ban on non-state pharmaceutical services. To begin operations, interested businesses must submit a formal application to their respective Municipal Health Directorate.

Existing businesses must update their corporate purpose to include “Pharmaceutical Services” and “Medication Commercialization.” For newly formed businesses, pharmaceutical services must be listed as the primary activity, while medication commercialization serves as a secondary activity. All establishments require prior authorization from the Ministry of Public Health (MINSAP), must employ qualified pharmaceutical personnel, and meet specific storage and sales requirements. Only medications with valid health registration in Cuba may be sold.

This policy shift occurs as the country faces a severe medication shortage. President Miguel Díaz-Canel has acknowledged that only approximately 30% of essential medications are currently available, leaving a significant gap in the supply of critical drugs.
