Cuba implements economic transformations and new foreign investment rules
Cuba is actively implementing a series of 176 economic and social transformations aimed at restructuring its national model. President Miguel Díaz-Canel Bermúdez has emphasized the critical role of the agricultural sector in achieving food security and improving citizen purchasing power through increased production efficiency.
To support these changes, the government is introducing new regulations to attract foreign investment. Recent decrees, such as Decree Law 128, aim to reduce bureaucracy by eliminating the need for prior Central Bank authorization for foreign accounts and allowing investors to hire workers directly rather than through state agencies. Additionally, state-owned enterprises are being granted greater autonomy to manage their own plans, salaries, and profits.
On the international front, the United Nations Office for Disaster Risk Reduction (UNDRR) has expressed solidarity with Cuba. Representative Kamal Kishore met with President Díaz-Canel to discuss disaster risk management and acknowledged the challenges posed by the U.S. economic blockade, which the Cuban leadership claims hampers the nation's ability to respond to environmental risks and climate change.
