Cuenca speed radar contract to expire in 2027
The contract between the Cuenca Mobility Company (EMOV EP) and the consortium Traffic Safety Azuay (TSA) to manage 10 speed radars is set to expire on April 2, 2027. The agreement, signed in 2018, has generated approximately $17 million in fines, with revenue split between EMOV EP (63%) and TSA (37%). This arrangement results in an annual transfer of roughly $3.3 to $3.5 million to the private partner.
The expiration of this contract presents a significant decision for the incoming municipal administration in May 2027. Local leaders must decide whether to renew private participation or transition to direct public operation of the equipment. Former councilman Fabián Ledesma has advocated for EMOV EP to assume full control, arguing that the public institution has acquired the necessary technological expertise and resources through years of experience with the current system.
