Cuiabá mandates national e‑invoice system for all service providers from September 2026

The Prefeitura de Cuiabá announced that, beginning 1 September 2026, every taxpayer subject to the municipal Services Tax (ISSQN) must issue electronic service invoices (NFS‑e) exclusively through the National Issuer platform. The rule, issued by the Secretaria Municipal de Economia and aligned with the tax reform and CGSN Resolution 189/2026, expands a requirement that had applied only to individual micro‑entrepreneurs since September 2023. It now covers all service providers, regardless of tax regime, with more than 80 % already using the Simples Nacional or SIMEI systems. The local webservice and the Free Nota system will remain operational until 31 August 2026, after which they will be discontinued. Non‑compliance could prevent the issuance of service invoices and trigger tax irregularities. Alexandre Moraes Ferreira, director of Mobile Revenue and tax auditor, warned that “adjustments for migration to the National Standard should be made as soon as possible, especially by those using the webservice, to avoid last‑minute issues and ensure regular NFS‑e issuance.”
