Montenegro establishes single contact points for foreign film productions

Montenegro is implementing new procedures to facilitate foreign film productions through the establishment of single contact points within local municipalities. This initiative follows an amendment to the Law on Cinematography enacted in July 2026, which requires each local self-government unit to designate a specific contact person or office for international productions and notify the Film Center of Montenegro.

These contact points are intended to provide producers with clear information regarding local procedures and relevant authorities, improving coordination between municipalities, producers, and the Film Center. The Film Center of Montenegro remains the body responsible for issuing filming approvals. Under current regulations, foreign productions are eligible for a 30 percent refund of expenses, with an additional 5 percent available for filming in less developed municipalities.

To support this transition, the Film Center organized a workshop in Podgorica for municipal representatives to discuss the new competencies and ensure efficient cooperation between local governments and the central film authority.
