Curitiba officials and activists debate land rights and environmental preservation

In Curitiba, Brazil, officials and social movements are addressing the complexities of land regularization and housing rights. A workshop organized by the Public Prosecutor's Offices for Environmental Protection and Housing, alongside SubPlan, focused on implementing Municipal Decree 390/2026. This decree establishes new parameters for regularizing occupations in permanent preservation areas (APP), drainage zones, and flood risk areas. The session analyzed specific cases in communities such as Bom Menino, Estrada Velha do Barigui, and Nossa Senhora da Paz Norte to balance the right to dignified housing with environmental protection.

Simultaneously, the ‘Despejo Zero no Paraná’ campaign, representing 11 entities and over 9,000 families, has issued a formal letter of demands. The document, which advocates for land and housing rights, was presented to progressive political candidates in the state. The movement includes various organizations such as the MTST, MST, and MPM, highlighting the ongoing tension between urban expansion, community stability, and legal land use requirements.
