Cyprus faces fiscal and energy challenges amid rising wages and fuel costs
The Fiscal Council of Cyprus has issued recommendations to curb the growth of the state payroll, citing it as a primary fiscal priority. In its 2026 Interim Report, the Council noted that public consumer spending rose by 10.3% in 2025, while the payroll has been increasing steadily at approximately 7% annually, outstripping nominal GDP growth. Proposed measures include restricting new hires, limiting horizontal salary increases, and reforming the application of Automatic Cost-of-Living Adjustments.
Separately, energy expert Dr. Antonis Stylianou has highlighted that Cyprus continues to face rising fuel prices despite fluctuations in global oil markets. He attributes this discrepancy to the island's energy dependence and ongoing geopolitical instabilities, including the Russia-Ukraine war and tensions in the Middle East. Specifically, disruptions in critical maritime routes like the Strait of Hormuz and the Bab el-Mandeb Strait, involving Houthi involvement, are cited as significant pressures on energy markets and transport costs.
