Cyprus files UN complaint against Turkey over maritime research

The Republic of Cyprus has filed an official complaint with the United Nations, accusing Turkey of violating its sovereignty and sovereign rights. In a letter dated October 6, 2026, submitted to the UN General Assembly (document A/81/413), Cyprus reported unauthorized maritime scientific research conducted by the Turkish research vessel “Akdeniz Arastirma 1”.

The Cypriot Permanent Representative to the UN, Maria Michael, stated that the vessel conducted water sampling operations during two specific periods: from June 15 to June 30, 2026, and from August 3 to August 29, 2026. These activities reportedly took place within Cyprus’s territorial waters, Exclusive Economic Zone (EEZ), and continental shelf.

Cyprus asserts that no permission or consent was requested or granted by Cypriot authorities for these operations. The legal complaint is based on the United Nations Convention on the Law of the Sea (UNCLOS), specifically citing violations of Articles 2, 3, 56, 245, and 246, which grant coastal states exclusive rights to regulate and approve maritime scientific research within their jurisdictions.
