Cyprus Municipalities Association criticizes ‘Pay-as-you-throw’ waste plan
The Cyprus Municipalities Association has expressed serious concerns regarding the unilateral announcement of the ‘Pay-as-you-throw’ (PAYT) waste management system, scheduled for mandatory implementation on January 1, 2027.
The Association argues that the initiative lacks essential consultation with local authorities and sufficient planning. Key issues cited include the absence of necessary infrastructure, such as a €20 million state processing unit that has yet to be allocated, and a lack of adequate funding and equipment.
Furthermore, the Association highlighted a contradiction in the Department of Environment’s planning: while the system is being fast-tracked, basic operational requirements are not met. Specifically, the lack of separate organic waste collection from households may prevent citizens from effectively reducing mixed waste, potentially turning an environmental tool into an unfair financial burden on the public. The Association has requested an official meeting with the Minister of Agriculture, Rural Development and Environment to address these deficiencies.
