Cyprus Public Service Commission reports on reform progress and evaluation concerns
George Papageorgiou, President of the Public Service Commission (PSC) in Cyprus, presented the 2025 Annual Report, highlighting both the successes and challenges of recent public service reforms. He noted that the reform has enabled merit-based promotions, with 70% of inter-departmental promotions being granted based on performance and ability rather than seniority.
However, Papageorgiou expressed disappointment regarding the evaluation of civil servants. He observed that average scores have been steadily increasing since the implementation of the new system in 2023, suggesting a potential return to previous practices where nearly all employees were rated as ‘exceptional.’
The year 2025 was characterized by significant workloads, including the full implementation of new regulations and managing a high volume of position-filling procedures and disciplinary cases. The PSC held 237 sessions during the year, with 56% of its time dedicated to filling positions. The Commission also completed 541 appointments and 707 promotions in 2025, while conducting a record-breaking 894 interviews.
