Cyprus real estate market driven by regional demographics and tax incentives

Analysis of the Cypriot real estate market reveals that current tax incentives and economic drivers shape land use and buyer demographics. Since the abolition of annual property tax in 2017 and the absence of transfer fees or capital gains tax on parent-to-child transfers, families can easily hold land across generations, often waiting for infrastructure developments to increase value before developing.

Data indicates that Cyprus does not have a single unified real estate market. Buyer profiles vary significantly by region: in Nicosia, 84% of buyers in the first quarter of 2026 were Cypriot citizens, whereas in Paphos, 75% were foreign nationals. Larnaca shows a nearly equal split between local and foreign buyers. These distinct markets are driven by different motivations, ranging from residential needs and mortgages to lifestyle investments and residency rights.

Furthermore, there is a distinction between the availability of residential units and actual housing. According to the 2021 census, Cyprus recorded 492,931 residential units, with approximately 28% (138,113 units) being vacant or otherwise underutilized.
