Prof. Dr. Ceyhun Dalkan, President of the Cyprus Turkish Medical Association (KTTB), has attributed the ongoing issues in emergency services—including heavy congestion and long waiting times—to systemic planning failures. Dalkan stated that the Ministry of Health has failed to manage the system effectively, noting that healthcare planning has not kept pace with population growth.

According to Dalkan, the lack of a strengthened primary healthcare system and a functional tiered medical structure has forced an undue burden onto hospitals and emergency departments. He emphasized that simply constructing new hospital buildings is insufficient without proper planning for medical equipment and trained human resources. He called for the immediate opening of the Girne and Güzelyurt hospitals, provided that adequate staffing and training are implemented beforehand to prevent merely shifting existing problems to new locations.
