European Union to implement new €2 handling fee on non-EU parcels

The European Union will introduce a new Union Handling Fee (UHF) of €2 per item category for online purchases shipped from non-EU countries, effective November 1, 2026. This fee applies to all items regardless of their value and is intended to fund customs risk analysis, security checks, and administrative handling.

The new charge is in addition to a €3 customs duty for small parcels valued under €150 that has been in effect since July 1, 2026. While the fee is technically owed by importers, platforms such as Temu, Shein, and AliExpress may pass these costs to consumers by adjusting product prices at checkout.

The measure aims to manage the massive influx of low-cost goods, with approximately 5.9 billion small parcels entering the EU in 2025, 93% of which originated from China. Previous tax changes have already impacted trade volumes; for instance, Poland reported a roughly 50% drop in customs declarations following the July tax implementation.
