Czech Chamber of Deputies supports extraordinary refinery tax

The Czech Chamber of Deputies has passed the first reading of a government proposal to introduce an extraordinary tax on refineries. The measure aims to capture increased margins resulting from global oil market fluctuations. The tax will apply to companies with annual total revenues of at least two billion CZK and refinery-specific revenues of at least 50 million CZK.

The Ministry of Finance estimates the tax could generate approximately 5.5 billion CZK for the state budget this year. The revenue is intended to partially compensate for state expenditures related to rising fuel prices. Unlike other taxes, these funds will go exclusively to the state budget without being shared with regions or municipalities.

While the government maintains the tax targets large corporations, the opposition and the Czech Confederation of Industry have raised concerns. Critics argue the tax may effectively target only one entity—Orlen Unipetrol, which operates the Kralupy nad Vltavou and Litvínov refineries—and warn against the implications of its retroactive application. The proposal now moves to the parliamentary budget committee for further deliberation.
