Czech Děčín Elbe Dam project scheduled to start construction in 2029

The Czech government plans to build a dam and lock (staustufe) at Děčín on the Elbe River to guarantee year‑round navigation from Ústí nad Labem to the German border. Construction is slated to begin in the autumn of 2029. Cost estimates range from 6 billion to 8 billion Czech crowns (roughly €240‑€320 million), with a comparable figure of €360 million reported by German sources.

The design includes a 200‑metre lock, water‑retention structures to raise river levels, a small hydro‑electric plant and fish‑friendly turbines. About one‑quarter of the budget will fund environmental compensation measures such as habitat relocation and fish passages. Czech Environment Minister Igor Červený says the mitigation plan will minimise ecological impact.

German officials from Saxony are cautious about the benefits for German inland shipping, noting that low‑water periods on the Czech side could still limit traffic. Nevertheless, Czech authorities argue the dam will shift freight from road to water, support decarbonisation and boost tourism and regional economies.
